Counter-Terrorism

TPIM

A Terrorism Prevention and Investigation Measure — a civil order imposed by the Home Secretary on an individual suspected of involvement in terrorism-related activity, where prosecution is not possible. Restrictions may include relocation, curfew, electronic monitoring, and restrictions on association and communication. Introduced by the Terrorism Prevention and Investigation Measures Act 2011.

TPIMs replaced the earlier system of control orders. Following a 2011 review of counter-terrorism and security powers, the Home Secretary announced a commitment which repealed control orders and replaced them with a more focused and less intrusive system of terrorism prevention and investigation measures.

The measures available under a TPIM notice were later strengthened: the Enhanced TPIM Bill provides powers for the Home Secretary to impose enhanced TPIM notices specifying more stringent restrictions than those available under the TPIM Act, if approved by Parliament, including the power to relocate the individual without their consent to a different part of the country and tighter restrictions on association and communications.
