Section 13B — Validity of proceedings

(1) [F1 The proceedings of a CCA are not invalidated—]
(a) [F1 by any vacancy—]
(i) [F1 among its members or substitute members, or]
(ii) [F1 (in the case of a mayoral CCA) in the office of deputy mayor, or]
(b) [F1 by any defect in the appointment or qualifications of—]
(i) [F1 any member or substitute member, or]
(ii) [F1 (in the case of a mayoral CCA) of the deputy mayor.]
(2) [F1 In this section “substitute member” means a person appointed to act as a member in the absence of another member.]
