Proscribed Organisation
An organisation that has been banned by the Home Secretary under the Terrorism Act 2000 on the ground that it is concerned in terrorism. Under section 11 of the Terrorism Act 2000, a person commits an offence if they belong or profess to belong to a proscribed organisation. It is a defence for a person charged with the offence to prove that the organisation was not proscribed on the last (or only) occasion on which they became, or professed to become, a member, and that they have not taken part in the organisation's activities since it became proscribed.
The Home Office maintains and publishes the list of organisations proscribed under UK law, together with the criteria considered when deciding whether to proscribe a group. The list is amended periodically as organisations are added — for example, Palestine Action and the Russian Imperial Movement were added in July 2025 — or as alternative names for existing entries are updated.
