This Order appoints 12 December 2025 as the day on which the revised Code of Practice on the exercise of social services functions in relation to Part 4 (direct payments and choice of accommodation) and Part 5 (charging and financial assessment) of the Social Services and Well-being (Wales) Act 2014 comes into force.

The revised Code was issued by the Welsh Ministers under section 145(1) of the Social Services and Well-being (Wales) Act 2014 (“ the Act ”) on 11 December 2025.

Section 145(3) of the Act requires local authorities to act in accordance with any relevant requirements contained in a code issued under section 145(1) and to have regard to any relevant guidelines contained in it.

The revised Code includes changes brought about by the Care and Support (Charging) (Wales) (Amendment) Regulations 2024 ( S.I. 2024/330 (W. 59) ) and the Care and Support (Charging) and (Financial Assessment) (Wales) (Miscellaneous Amendments) Regulations 2025 ( S.I. 2025/151 (W. 31) ).
